The standard rulemaking process is lengthy, is subject to a public comment period, and could take months to complete. However, rescheduling marijuana will not solve that federal-state conflict, the Congressional Research Service noted in a January 16 brief. States with medical marijuana programs do currently have some federal protections in place via appropriations legislation that restricts the Justice Department from interfering in those programs. The FDA’s scientific and medical evaluation of marijuana did not address products containing plant-derived cannabidiol, commonly known as CBD.

Washington CNN —The Biden administration has finalized a new rule bolstering protections for career federal workers, marking a move to preemptively halt or significantly slow any efforts by former President Donald Trump, should he win in November, to reduce or alter the federal workforce. Critics warned that the order would allow the president to fill the federal workforce with his loyalists. Trump’s executive order created a new classification of federal employees titled “Schedule F” for employees serving in “confidential, policy-determining, policy-making, or policy-advocating positions” that typically do not change during a presidential transition. It strengthens and clarifies existing rights for career civil servants by making clear that civil service protections cannot be taken away from employees unless they give them up voluntarily. “The threat of a politicized civil service is too great, and too real, for this to be the end of our efforts,” he said in a statement.

CNN —Hamas said Tuesday there could be no “exchange of prisoners” before a ceasefire in Gaza, as it responded to proposals from Egyptian and Qatari mediators. “Any prisoner exchange will not be completed except after the completion of all this.”Hamdan also accused Israel of stalling on reaching an agreement and warned that the negotiations would not be “open-ended” as Israel continues its offensive in Gaza. CNN —The United States will begin air dropping food aid to the people of Gaza, President Joe Biden announced Friday, as the humanitarian crisis deepens and Israel continues to resist opening additional land crossings to allow more assistance into the war-torn strip. Speaking in the Oval Office, Biden said the US would be “pulling out every stop” to get additional aid into Gaza, which has been under heavy bombardment by Israel since the October 7 Hamas terror attacks. Biden said aid was not flowing into Gaza quickly enough, and said he was working to broker an immediate ceasefire deal that would allow additional aid in. Washington CNN —President Joe Biden is fit for duty, his doctor reported Wednesday following the president’s annual physical, in what is expected to be the last update on Biden’s health before November’s election. Dr. Kevin O’Connor said in a memo there are “no new concerns” with the president’s health revealed by this year’s physical. The White House said earlier Wednesday that no cognitive test was administered as O’Connor did not find it necessary. The procedure was “successfully completed” at the White House by a team from Walter Reed, O’Connor said. Reports from the White House physician over the last several decades have consistently described the office-holder as fit to serve.
